G. I. C. O. Shoulder Badge Pair

These have me completely buffaloed. I have searched on Google and haven't come up with anything. Someone suggest they may be early, WW2 era Police, or a special investigation unit, possible French letters. The titles are on heavy, gold plated metal, lug fasteners, 52.54mm wide by 15.57mm high.
They came in the same lot of items that the General Service Collar badges list this date came in and appear to be from the same period so maybe there is a connection. Will list them as unknown, police or possible Military and hopefully someone will be able to tell me what they are.
